Call to the Syrian people for the protection of their cultural heritage
O ye children of the great Syrian people
The richness of your past is inseparable from the honor of your present and your future splendor. At this crucial moment that our country, we send you this message:
The story of Syria is your story. Ensure the preservation of your antiques, your museums, the old neighborhoods of your cities, your archaeological sites, your libraries, present throughout the territory of Syria: they are the cradle of civilization in all its variations.
Dear compatriots throughout Syria, we rely on your surveillance and commitment to the protection of Syrian heritage in all its forms. Those who obscure their past have no future. This cultural and historical heritage belongs to you as much as humanity as a whole: it is your responsibility to preserve it in order to transmit it to future generations Beyond the Syrian people, we call upon the international community and its institutions for urgent and collective action for heritage preservation in Syria, as it is a fundamental component in the history of mankind.
We recall here the first part of the Global Convention signed at The Hague in May 1954, concerning the Preservation of Cultural Property in the event of a conflict:
Article 1. Definition of cultural property
For the purposes of the present Convention, the term `cultural property’ shall cover, irrespective of origin or ownership:
(a) Movable or immovable property of great importance to the cultural heritage of every people, such as monuments of architecture, art or history, whether religious or secular; archaeological sites; groups of buildings which, as a whole, are of historical or artistic interest; works of art; manuscripts, books and other objects of artistic, historical or archaeological interest; as well as scientific collections and important collections of books or archives or of reproductions of the property defined above
(b) Buildings whose main and effective purpose is to preserve or exhibit the movable cultural property defined in sub-paragraph (a) such as museums, large libraries and depositories of archives, and refuges intended to shelter, in the event of armed conflict, the movable cultural property defined in sub-paragraph (a
(c) Centers containing a large amount of cultural property as defined in sub-paragraphs (a) and (b), to be known as `centers containing monuments’.

The PASD “Syrian archaeological heritage under threat”
يا أبناء الشعب السوري العظيم:
إن ماضيكم العريق جزء لا يتجزأ من حاضركم المُشرف ومستقبلكم المُشرق، في هذه اللحظات الحرجة التي يمر بها بلدنا الحبيب ،نتوجه إليكم :
إنه التاريخ، تاريخ سوريا، تاريخكم. فتنبهوا لمكوناته، وحافظوا على آثاركم ومتاحفكم ومواقعكم الأثرية المنتشرة على جميع بقاع الأرض السورية، والتي رفدت الإرث الإنساني بكل صنوف الحضارة.
أيها الأخوات والأخوة، على امتداد رقعة وطننا الغالي سورية، نهيب بكم جميعاً رفع الوعي الوقائي لحماية الممتلكات الثقافية بكل أنواعها، واعلموا أن من لا ماضي له، لا مستقبل له. إن تراثكم الثقافي والحضاري ملك لكم كما للبشرية جمعاء، فحق عليكم أن تورثوه مصاناً لأجيالكم القادمة.
كذلك ندعو المجتمع الدولي ومؤسساته إلى تدخل عاجل ومشترك لحماية التراث السوري والذي يشكل جزءاً لا يستهان به من الإرث الإنساني.
ونذكر الجميع بالمادة الأولى من الاتفاقية الموقعة في لاهاي في أيار من العام 1954 لحماية الممتلكات الثقافية في حالة نزاع مسلح
“يقصد بالممتلكات الثقافية، بموجب هذه الاتفاقية، مهما كان أصلها أو مالكها ما يأتي :
أ- الممتلكات المنقولة أو الثابتة ذات الأهمية الكبرى لتراث الشعوب الثقافي كالمباني المعمارية أو الفنية منها أو التاريخية، الديني منها أو الدنيوي، و الأماكن الأثرية، ومجموعات المباني التي تكتسب بتجمعها قيمة تاريخية أو فنية، والتحف الفنية والمخطوطات والكتب والأشياء الأخرى ذات القيمة الفنية التاريخية والأثرية، وكذلك المجموعات العلمية ومجموعات الكتب الهامة و المحفوظات ومنسوخات الممتلكات السابق ذكرها.
ب- المباني المخصصة بصفة رئيسية وفعلية لحماية وعرض الممتلكات الثقافية المنقولة المبينة في الفقرة ” أ ” ، كالمتاحف ودور الكتب الكبرى ومخازن المحفوظات وكذلك المخابئ المعدة لوقاية الممتلكات الثقافية المنقولة المبينة في الفقرة ” أ ” في حالة نزاع مسلح.
ج- المراكز التي تحتوي مجموعة كبيرة من الممتلكات الثقافية المبينة في الفقرتين ” أ ” و ” ب ” والتي يطلق عليها اسم ” مراكز الأبنية التذكارية “
